In the UK it would be called secondary legislation, although EU law refers to implementing measures or delegated acts instead. As for interpretation of EU law by the CJEU, there's lots of literature - you could search via Google or a legal search engine. In general the law leaves an option to Member States to apply it to those who were legal residents of Ukraine. It might be useful to see if any Member States have taken up this option.
